In 2000 graduated with honors from Gubkin Russian State University of Oil and Gas, Law Faculty. In 2001 obtained candidate degree in law (thesis “The constitutional basis of subsoil use in the Russian Federation”) from Russian Academy of Public Administration under the President of the Russian Federation (RAPA). In 2009 received doctor degree in law from this Academy (thesis on the topic “Law regime of subsoil use in the Russian Federation: problems of theory and practice”).

2000 - 2006 worked in Federal State Organisation “PSA – Nedra” at first as legal consultant, leading legal consultant and then as the Head of Department and Deputy Director.

In 2006 was appointed as Deputy Director of the Department of State Policy and Regulation in the sphere of geology and subsoil use in the Ministry of natural resources and ecology of the Russian Federation.

She is the author of two monographs, more than 60 articles on legal problems of subsoil use in Russian and foreign publications.

Since 2007 is a Head of the Department of Mining Law in Gubkin Russian State University of Oil and Gas.

Spoke at many conferences and forums, including the Russian Economic Forum (London, 2005), PDAC (Russian - Canadian Association of cooperation in the mining sector, Toronto, 2005) Shelf of Russia (Moscow, 2006, 2007, 2008, 2009, 2011) , “Oil, gas, law” (Moscow, 2004 - 2009), Minex (Mining and Exploration Forum, Moscow, 2005, 2006, 2007, 2008, 2009, 2010, 2011), “Transportation of Oil and Gas in the CIS and Caspian Region (London , 2006)”, etc.
